Flood Damage Reduction
  • The goal of Flood Damage Reduction is to reduce the physical and emotional impacts to humans, and reduce damages to property and the natural environment.  Flood damage reduction measures include those that  affect the flood itself such as upper basin storage, measures that affect flood-susceptible property, for instance floodplain management, and measures that affect damages incurred such as a disaster response  network. 

The Flood Damage Reduction Team investigated the history of flooding in the Red River Basin, examining its causes, the extent of past flood damage and the responses of provincial, state and  federal agencies.  Projects, programs and legislation for reducing flood damages is discussed in the Team's report.  Existing problems and potential areas of conflict are also  identified along with  potential solutions and strategies involving creating a culture of preparedness, creation of public and political will for enforcement, collaborative decision-making, structural measures and land management practices.
