The primary purpose of the Work Team's Institutional Report is to convey the idea that management occurs through a multiplicity of efforts by a variety of authorities. Therefore, the basic content of the report includes an inventory of the various groups and agencies who have an interest in the management of the land and water resources within the Red River Basin. This includes the mission, and/or general purpose of groups, agencies, and entities from Manitoba, Minnesota, North Dakota, South Dakota, the United States Federal Government, the Canadian Federal Government and Tribal authorities.
Additional information provided in the report for each of the agencies and entities includes their permitting or taxing authority; the legislation and regulations they are required to enforce and act within; the primary databases they are responsible for managing and maintaining; as well as their web addresses.
The appendix of the Institutional Reportl provides supplemental information regarding:
• Brief overviews of federal, state and provincial water laws, including acts and treaties;
• More detailed explanations of databases maintained by agencies in South Dakota, North Dakota, Minnesota, Manitoba and Canada;
• Programs related to water resources management for Minnesota, North Dakota, Manitoba, the U.S. Federal Government, and the Canadian Federal government; and
• A nearly complete list of all communities located within the Red River Basin.
